Sir,
With the approval of the Govt. vide letter No. EDN –C-B(2)4/2003-III-L
dated 7th December,
2013, please find enclosed herewith Application form for admission to
D.El.Ed. course for untrained teachers
{i.e. left out Gram Vidya Upasak /PAT,s / Gram Vidya Upasak(EGS )}
working in Govt. Primary Schools of the
State for launching D.El.Ed. programme through Open Distance Learning
Mode (ODL) from National Institute
of Open Schooling (NIOS) Noida as suggested by National Council for
Teacher Education, New Delhi.
You are requested to circulate the application form to the PAT,s & EGS
(GVU,s) and get the
application form filled up by the individual eligible untrained
teachers of your district for D.El.Ed. course as per
NCTE rules & regulations from National Institute of Open Schooling,
Noida through Open Distance Learning
(ODL) mode w.e.f. Dec., 2013.
In this regard it is relevant to point out that following categories
will be eligible for admission to
this course.
I Those PAT,s EGS (GVU,s) teachers who have secured above 50% marks in
+2 exam. in case
of general category candidates and 45% marks in case of SC, ST & OBC candidates.
II Those PAT,s & EGS (GVU,s) who are graduate in any discipline.
In addition to those PAT,s & EGS (GVU,s) who are having qualification
of B.Ed. will not be
required to pass to D.El.Ed. course if they have secured above 50%
marks in graduation in case of general
category and 45% marks in case of SC, ST & OBC candidates, however
they have to undergo a special
course of six months as per guidelines of NCTE/NIOS, modalities of
which will be circulated letter.
Those PAT,s & EGS (GVU,s) numbering around 375 not having requisite
percentage in +2
examination and intend to improve the score can do so by availing the
two special chances decided to given
by the H.P. Board School Education Dharamshala during March, 2014 and
September, 2014 to all the old +2
qualified candidates. They can also improve their score through NIOS.
This is mainly a self supporting programme and each enrolled teacher
has to pay programme
fee of Rs. 6000/-(Rs. Six thousand ) only in advance per annum for two
years to the NIOS through Directorate
of Elementary Education, Himachal Pradesh.
All the eligible untrained teachers be directed to fill up the
application form and submit the same
to the DDEE of concerned district with a bank draft amounting Rs.
6000/-(Rs. Six thousand) only to be
prepared in favour of Director, Elementary Education, Himachal
Pradesh, Shimla-1. The DDEE will certify the
each application received. The consolidated application forms of all
the candidates with required amount of
fee, must reach to the Directorate of Elementary Education on or
before 20th December, 2013 so that the
same could be submitted to the NOIS before 25th December, 2013 positively.
Since the proposed course will start w.e.f January, 2014 and will be
completed by December,
2015, it is of paramount importance that all untrained PAT,s & EGS
(GVU,s) are informed about this and send
the complete application form before the dates indicated above because
the NIOS may not accept application
after 25th December, 2013 and that could delay completion of programme
as per provision of RTE Act/NCTE
Act, thereby giving rise for further complications. Accordingly it is
hereby directed that it shall be your personal
responsibility to ensure circulation, receipt and transmission of
completed form along with fee to the
Directorate of Elementary Education before 25th December, 2013.

Instructions Regarding maintaining of hygiene and cleanliness during Implementation of Mid Day Meal Scheme

Subject :‐ Instructions Regarding maintaining of hygiene and cleanliness during
Implementation of Mid Day Meal Scheme.
Sir,
Your attention is invited towards this Directorate letter of even no dated
25th June, 2013 and mis‐happening that occurred in the State of Bihar .
As you are well aware that Mid Day Meal Scheme is the largest feeding
programme in the world and it is God’s own work, which we all are privileged to carry out. In
the state of Himachal Pradesh approximately 6.50 lakh students of Primary and Upper Primary
schools are being provided Mid Day Meal on all the school days of the year. There is every
effort of the Department to provide good quality meal to the students as per the directions of
the Hon’ble Supreme Court of India. In order to avoid any occurrence of such incident, the
Department has already issued instructions in this regard as per above mentioned letter.
However, in the light of the tragedy that occurred in the State of Bihar, you
are directed to comply strictly with the following instructions in letter and sprit :‐
Conducting of Meetings
• Meeting of School Management Committee should be conducted on monthly
basis or as and when required within a month .
• District and Block level Steering‐ cum ‐ Monitoring Committee meetings should
be conducted on monthly basis and Mid day meal should be discussed regularly
in these meetings and issues if any be resolved therewith.
Inspections
The District Officers/Block Officer/ Center Head Teachers should inspect schools
as per table given below and send the inspection report to this directorate regularly:‐

Note 1. The officers at Sr. No. 1 & 2 above will inspect those blocks/ schools which have
not been inspected during the previous year.
Note 2. On the findings of the Inspecting Officers, remedial action is to be taken by the
next level officer.
Supervision and monitoring
• Such incidents evoke concern, necessitating new approaches to monitoring and
supervision. Empowering Mothers, SMC and Teachers watch feeding of children could
ensure that a good quality meal is served every day without interruption. Their
supervision and monitoring can play an important role as they are readily and
immediately available in the vicinity of the school during the preparation process of mid
day meals.
• The physical presence of at least one mother (or more than one wherever possible)
should be ensured .
• The Deputy Director Elementary Education and the Block Elementary Education officer
will ensure that the monthly roster register of mothers is being maintained in every
school and that they come to school turn by turn every day to supervise the Mid Day
Meal Scheme. Concerned CHT/ Head of Institute will facilitate the SMCs/ Schools in
preparation of mother’s roster in his jurisdiction.
Important areas of concern
The Mothers, SMCs and Teachers should focus their concern on the following :‐
• The quantity of rice and ingredients should be used as per prescribed norms.
• Ingredients used for cooking i.e. pulses, rice, vegetables, spices etc. should be of good
quality and properly cleaned before cooking i.e. raw material should be checked
properly before use.
• The utensils used for cooking should be cleaned properly before and after use.
• Maximum effort should be made to maintain cleanliness at the time of cooking/
preparation of the meals.
• The food should be tasted and tested by the SMC member /teacher and mother before
serving to the students and will give remarks in the MDM register to this effect.
• The clean and adequate water should be available for preparing meals and drinking.
• The water tanks should be cleaned regularly periodically.
• The students should wash their hands before and after eating Mid day meals.
• Food articles should be stored properly and safely.
• There should not be any discrimination on the basis of caste/ creed and religion while
serving the food to the students.
• Ensure the installation of fire extinguishers in the schools for the safety of the students.
• The school buildings should be kept free from inflammable material.

Revision of norms for cooking cost and additional funds due to withdrawal of subsidy on LPG cylinders under National Programme of Mid Day Meal in Schools

Subject: Revision of norms for cooking cost and additional funds due to
withdrawal of subsidy on LPG cylinders under National
Programme of Mid Day Meal in Schools (NP-MDMS) for the year
2013-14 - regarding.
Sir / Madam,
I am directed to inform that it has been decided with the approval of the
competent authority to increase the cooking cost for 2013-14 @ 7.5% over and
above the cooking cost for the year 2012-13 w.e.f. 1
st July. 2013. The increased
cooking cost will be shared between the Centre and the States in the ratio of 75:25
except NER States where this ratio would be 90.10. The norms of cooking cost
admissible w.e.f. 01.07.2013 during 2013-14 for Primary and Upper Primary classes
would be as under :-

2. The above cooking cost norms indicate the minimum mandatory contribution
by the Centre and State Governments. However, States / UTs may contribute more,
as some States/UTs had been doing in the past, than their minimum mandatory
share from their own resources to serve mid-day meals with prescribed nutrition.
Contd ..../-3. It has further been decided with the approval of the competent authority to
provide additional funds to States/UTs due to withdrawal of subsidies on LPG for the
year 2013-14. These additional funds will also be shared between Centre and States
in the ratio of 75:25 for non-NER States and 90:10 for NER States.
4. You are requested to disseminate the above revisions for compliance to all
concerned and the field functionaries up to school I cooking agency level to ensure
prompt implementation of the revised cooking cost with effect from 01.07.2013 and
additional funds to the States I UTs for LPG cylinder for 2013-14.
5. This issues with the approval of Ministry of Finance (Department of
Expenditure) U.O.ID No. 13(13)/PF-11/2009 dated 21.03.2013.

With reference to advertisement No.V/2012 published on
05th January, 2013, it has been decided that the H.P.A.S (Preliminary)
Examination, 2012 will be conducted on 16th June 2013 in the various centres
of Himachal Pradesh, in two sessions from 10.00 A.M. to 12:00 NOON and 2:00
P.M. to 4.00 P.M. respectively.
